    if safe mode did not help, then here is last thing you can do:

    Go into bootloader, make a backup of your data, then wipe it, set up everything then restore your data.

    (but there is risk as I'm not sure how much it will backup or restore but better than a blind wipe)

    not root.
    first party app, though? tried this just now; it did not work.
    setting is locked.
    no access to setting. blocked by the play store.
