Currently, I'm planning out a story's characters but I barely have any ideas for them besides the main character.
The story I'm writing takes place in Japan, but there are things there like youkai, shrinemaidens, magical girls, etc. I have the idea one of the important characters is a shrinemaiden, but that's about it.
Look, just start from what you have and work from there. Reason out who they are and why they are there. For example, that shrine maiden. Why is she a shrine maiden? Was she forced into it by her parents, her own choice or some result of circumstance? Does she like or dislike being a shrine maiden? If it’s that type of world, what species is she? What is her name? Is she friendly with other shrine maidens? Why is she where the MC meets her? Just keep asking these sorts of questions, make answers to them, and before long you have a fairly detailed character.
Youkai Shinjinai High school first year, Hate her family name Nonbeliever of supernatural Ability. Negative (all supernatural lost effect near her as long as she held her belief) Hidden. If she started to believe, lose negative and gain ability similar to nurarihyon no mago's fear wearing ability Hidden. Will forget supernatural events after one week because of a curse gain by betraying her own belief, and get negative again
Shenji the reluctant trap magical girl. I can't seriously help you out. Ask yourself how does the world work, what themes are you using, why your characters pursuing their goals, and so on.

Why don't you make a placeholder for your characters' names first? Get to know the person you create in the story first. I think it is easier to names a 'character' rather than naming a blank actor.
I made character profiles in my outline and descriptions for them. I did what you did and answered my questions. And if couldn’t imagine it I come back to it later~
