See if there is some easy library to create games. That is what gets kids, ability to make their own game. That is how I started programming when I was around that age. Except it was much harder back then because the computers ran DOS and there weren't that many libraries, so you had to do everything manually.
You should bring him play outside and do some sports activities. Playing computer and gadgets at that age is not a good thing to do, you could limit his talents and he could become an introvert (aka hikikomori) because he's still have a frail mental. It's fine if you only want to teach him the basic, but I wouldn't recommend you to make him addicted by it....just not now, it's not the right time yet.
Get him to play games in PC Got my pc when i was like 7 and played y3 everyday then got addicted now look at me now... 15 playing csgo,LoL, and fortnite.

Not really the attitude the parent and others have toward a something has lots of impact on children. Parents who have a dismiss attitude towards math because they did not like it tend to instill this onto there children. But yeah there are create educational apps out there. And lots of fun little DIY electronic boxes. Because that how you get them interested in wat is under the hood now way days.
You have to show him some good PC game to play (that are also simple enough to find fun even when you're bad at it at first/forever) I used to play age of empires 1 & 2 (mostly 2) against the AI. I was terrible at it, but it's ok as long you don't realise it. Sidescrolling/platforming games could be something to look at as well, or racing games like need for speed. Games where you don't have to use they mouse. p.s. oh right, isn't minecraft and roblox all the rage for kids? They're actually good games, but it's no fun when there's no real goal. Kids solve that by being creative/not realising that there's no point to what they're doing.
Computers are not good for kids that's what I learnt from experience. If he get addicted remember to buy specs for him.
Get him an FPS on his ipad. give it a few days... then show the same game to him on computer. He will never be able to go back. Then show him all the other types of games you can really only play on PCs with ease...

I learnt how to use my pc at 8 from playing games like runescape and other games on miniclip. I did a lot of Googling back then so I figured a lot out.
Well, better to not give games if you fear that...but seriously tho, some old game with less graphics can be good to draw them to PC. Roadrash...or maybe even miniclip games.
Show him games on computer, introduce him to internet (EXTREME CAUTION), show him why you believe computers are better. Aside that, you can only wait for him to get older and goes to school or gets fed up with the limited capabilities of ipad.
Let them play outside and you better keep your eyes on you're kid until he learned how to make some friends, or sometimes go and visit some amusement park with your family to have some fun. That's why kids now day's are so physically weak! If you let them play computer games with internet connection on it at the early ages sooner or later that kid will discover something and you won't like it trust me that kid will watch porn and hentai behind your back! And you're kid will be corrupted at the young ages.

His brother is 7... kids that young don't know or care about porn. I would say look into the games he plays on the Ipad and then look for a game like that, but better, on PC. Then you tell him about it (you could show it to him or brag about how much better your game is than his) and he could get hooked. Also teach him about the shortcuts in browsers, so that he sees how much faster he could do stuff on a PC than on an Ipad. I guess he likes it, because he can play anywhere he wants, unlike a computer (though a laptop would be similar to an Ipad, but not as intuitive an more cumbersome), so you need to give him reasons as to why it would be better to sit in a determined place to do something he could do somewhere more fun in the Ipad.
Honestly Roadrash is almost as bad a choice as GTA is, there are plenty of older racing games that don't have a violent aspect to them.
The first problem was giving a 7yr an iPad. But a way that could work is to probably introduce games on the computer.
