Find a victim/friend who has wronged you. Convince him or her to book a hotel room under their name. Tie said victim/friend up in a classy hotel room. Constantly spew bad jokes for 7 days and 7 nights. Finally leave them with an open tab and make them pay for the room when housekeeping shows up and walk out like Keanu Reeves unveiling Cyberpunk's release date.
I would probably be the one traumatize for having to pay for the room and services there just to traumatize someone else.

Alright, let me ask a few questions, first What sort of target are you aiming at? like their personality and are they easy to bully or not? What is your relationship to the said target and how good/strong/intimate is it? Facing your target, are you mostly on the winning end or losing end? How much mentally strong is your target? Do you have the confidence to play a prank on them?
I thought this was a novel pick up request and was interested in see what was that novel about The best thing that I can think right now is if you have access to they phone then put an alarm every hour of the night with an annoying music else keep calling them for no reason or a round of bad jokes for a long time or if what you want is revenge you can fake a note of suicide and put it in a place where they are the first to see it saying that is their fault and that you will suicide at an hour and a place then not go there or hide near there but cosplaying as an undead or something really creepy and scare them if you want something more hardcore do the one of the hotel room that @RNGesus talked about Edit: you could as well tie the person and
call them with your phone regularly and persistently. Do annoying small talks with them but be nice, you can't have them actually block your calls. At one point, they will be traumatized by their ringtone. Whatever favourite music they set as their ring tone would send them trembling from the inside and it makes them want to die.
