I am not sure, but I just read when she know Lucio got hurt on the hunt, her first reaction is not "omg, my lover is hurt" but "damnit, if lucio dead i can't be the queen" so my guess she didn't love lucio but she love his position as the king.

 

I see her as a women who knows what she wants and goes to any lengths to get that , just that she doesn’t have enough brains to deal with her “rival” .
