The tags on the raws have "girls love" and "yuri" so it seems so. The description made me think it has a similar premise to I Favor the Villainess, Blooming in Different World is a Lily Flower, and Please Bully Me, Miss Villainess!. I would be interested in seeing it get picked up for translation if this novel scratches the same itch as those yuri otome game novels.
