I thought about it... you might (might) find something like that in Side character transmigration: last boss is no joke... the thing is it’s in “arcs” and has looong way to be translated fully.... but the leads are great. Also there are a few novels with Quick Transmigration Bla bla bla in the title- similar...
Can't really recommend much because i haven't found anything that fits all your criteria. Will highly recommend that you don't read (i only vaguely recall the name so might be a little off) a naive short tempered girl. It does have mafia and romance ish and seems like it would be a good story. Then it got very repetitive and decided to solve its repetitiveness by getting super duper rapey. If those are the things you like though then i can highly recommend hidden marriage (shame its on Qidian) and my chief husband too mensao. The first has some mafia-ey stuff in it. The second doesn't but they both seem to fit everything else your asking for. Hope that helps!

How about Baccano, set at 1930's in America, though it's a supernatural and you have to buy the official translated Light Novel or pirate it or wait for the upcoming anime but a classic story Banana Fish
