Okay, So I intend to eventually make a story where the protagonist's limits are broken at the start of it but the thing is, he can only use weak general skills! Obscure and weird skills like:
    [Spit Lv 1]
    [Cook Lv1]
    [Kick Lv1]
    [Create Water Lv1]
    [Regurgitation Lv1]
    [Flip Lv1]
    [Gargle Lv1]
    [Grab Lv1]
    [Drink Lv1]
    [Breathing Lv1]

How could i go about making skills like these into skills that could compete with broken crap like fire spells, ice spells, swords, magical beasts that can tear through iron and steel, and heroes!?
THe way how i wanted to do it was like this, here is an example of how i would make spit useful as a skill.
    • Spit would allow him to spit better than any other human in the world. As the level increases the spit becomes more and more dangerous and allows more and more ways of using it. Like being able to spit through steel, spit burning/acidic spit, being able to increase the amount of spit his mouth can hold and spit like a tsunami sized, or like spit being able to heal/cleanse.
    Any ideas?

Cook - Create dishes that increase his stats, recovery, etc.
Kick - His kicks can become harder, stronger, faster. Maybe even increase the toughness/durability of his legs?
Create Water - Increase the amount of water he can create at a given moment, increase the radius of where he can create water, create water (liquid?) with different kinds of properties such as healing, buff certain attributes, poisonous, etc.
Regurgitation - Same thing with spit honestly.
Flip - The word literally means to move something with a sharp movement, so maybe at higher levels he could perform an air dodge or something? Maybe manipulate other objects or people, but only in sudden sharp movements. Could also use it to propel himself technically?
Gargle - Improve the constitution of his body so he can gargle more dangerous liquids?
Grab - Improve grip strength, different kinds of grips he could possibly do?
Drink - Consume liquids more quickly and efficiently (maybe so he can receive mana or something along that at a higher rate, maybe even directly drink mana), also improve his body so he can drink more dangerous liquids
Breathing - Change his whole body so he can breathe through his pores? Change his constitution so he can breathe in more dangerous toxins?

    Cooking adding base stat.
Spit - giving major bad luck to your enemy.

Imo,if you want to do gamer story, you can try using path of exile skill tree. Easier to keep track and have percentage multiplication nodes. Yes, you are weak from start, but at the end, you will become juggernaut. Remember, people dun like too many number in a story. Don't make numbers and stat as your story.

Well, you can make your MC use the skills 'smartly' like how kazuma from Konosuba does, for example:
Surprise and grab the opponent from behind, spit in their eyes or breathes into their ears, then taking advantage of their confusion (being creeped out) the MC flips them (and then bit by bit make those skills do some crazy OP stuff, like spitting all kinds of liquids like acid or one spit can pierce through iron and stuff)

Spit would depend on what speed you spit at. So spitting faster means it can break through steel, yes. Or it can be more simple like accuracy of spitting into someones eye, even more so if you swallow some pieces.
Cooking can go through defense as long as you are using fire or knife to cook alive

It's effectively same way how dismantle skill is usually abused to dismantle living monsters, the same concept.

Kick- every kick strengthens lower body and as skill grows kicks will be faster and stronger
Strike- every attack strengthens upper body and as skill grows so does the speed and strength of the attacks

[Spit Lv 1] ^I saw someone talk about bad luck, I also like your idea about acid. It could be the active action of spitting or it could talk about how acidic his saliva is, but they wouldn't be able to get a spouse (it's fun to think of a scenario about it)
[Cook Lv1] I think it's typically to make it a stat booster. I forgot which series it was but basically the cook skill turned to "processing ingredients". you can find it's weak point immediately to handle rowdy ingredients
[Kick Lv1] ultimate parry attack? legs of steel? like can counter atk weapons. thighs of a terrasaur? I'm thinking of overall leg abilities. like sky dashing because of a helicopter kick? round house kick? I make it sound like the ultimate martial arts but I think that be boring
[Create Water Lv1] is their anything else? maybe they can purify? blood bend? manipulate proteins and transmute it to blood? like the whole water to wine and wine to blood mess
[Regurgitation Lv1] check out ben 10's upchuck form. throw up a ball of energy, sounds like a spyro move, or perhaps the dude can clean all status debuffs just by throwing up. maybe it can act as a storage ability as long as it fits
[Flip Lv1] lit. master of one skill, he can overturn anything, as he levels up he can overturn a mnt. or something. maybe he can only do it on living beings so that it's the ultimate cow tipping skill
[Gargle Lv1] this is how they circulate MP or recover energy, a fun activity for the entire family. but it's rude
[Grab Lv1] a gravity thing, like they can swoop nearby items. a thief skill? or maybe he can carry a bigger load into the palms of his hands temporarily?
[Drink Lv1] ...they don't get hangovers
[Breathing Lv1] gain exp by experiencing the ultimate life. it be great as a passive skill. gains resistance to weather and AOE debuffs. calm mind.

    Whistle

At first you can come up with good tunes. Eventually you can break ear drums, and create sonic storm.

    Flick booger.
    Level 1, unhygienic habit.
Level 20, create holes on soft surfaces
    Level 50, penetrate steel
Level100, deadly 10 km/S bioweapon projectile. Inflict incurable disease upon penetration.

If you're writing a story this doesn't quite feel like it belongs in the gaming discussion forum. A game that has "every skill becomes overpowered" as its central conceit also doesn't sound very fun to play, honestly, because once you do get overpowered there's no more challenge and the gameplay becomes busywork.

Flip: You flip them the bird. All beings who believe they are being flipped off by you instantly max aggro on you. Further they can't move until you make a move.

[Clap] - make loud sound with your hands. Allows to create sonic boom at higher levels, hand coordination and sound barriers not included.
[Grab] - allows you to hold something. Now you can grab a rock, cake, water, people, and air with your hands.
[Tying] - through careful manipulation, you can now tie or untie things. Show your friend how to do a butterfly knot or how to properly tie your bow tie. Caution: molecular bonds are not to be tangled with.

[Spit] - There was an enemy in HunterxHunter Auction arc where the guy bit off a part of a person's head and spit out a piece of the skull killing another. So, the skill can allow a person to put something small in the mouth and shoot it out like a bullet.
[Grab] - Luffy from One Piece. He can extend his arm and grab anything from very far away. Shikamaru's family from Naruto can extend shadow hands to hold people in place and even choke them.
[Flip] - In the game Tree of Savior, there is a skill [Reversal] which can reverse the properties of traps. The animation is flipping tiles. So the skill turns death-attuned traps into healing you or your allies. In higher aspects, you can flip ritual magic circles to attack the caster and your enemies while ignoring you.

I just saw this thread for the first time, almost certainly due to Lisant's post. I know full well that I am almost certainly too late to actually affect the writing, but wish to give my opinion regardless. Anyway, I, personally, think that the general skills becoming amplified versions of themselves but remaining the same fundamentally would be the best option here. Making a "General" Skill comparable in destructive power, or something, as a class skill just means that the class skills are underpowered. Instead, I suggest that the General Skills should be supporting skills for Class Users that those with classes don't bother to learn due to having better skills actually related to their class.

    - [Spit Lv 1] - Leveling allows one to aim their spit more accurately, choosing between accessible fluids such as saliva and phlegm at will. Best picked up by Martial Artists and other Lightly Armoured Combatants to provide easily available distractions mid-fight.
    - [Cook Lv1] - Can prepare food better, teaching things like temperature management, knife handling skills, flavor composition and more. Some foods can improve stats, but that relies more on the ingredients, while Cook only allows one to pull out the full potential. Best picked up by mages with Fire & Ice Spells in order to learn precision control.
    - [Kick Lv1] - Footwork, Movement & General Kicking Skill. Does not enhance legs so much as improves balance and knowledge of how to use legs, instead of magically empowering Kicks like other Kicking Skills. Best picked up by Martial Artists & other Close Combatants in order to ensure stable footing in all situations, as well as gaining techniques on how to transition between Class-Based Kicking or Other Attacking Skills either effortlessly or with minimal issue.
    - [Create Water Lv1] - Creates drinking water out of the air. At higher levels can make more drinking water with less natural water available. Water created is released at a set rate, but range one can create it at, and the area over which it can be released also increases with level. Best picked up by Mages, particularly Water & Ice Mages to ensure they have water available with minimal mana costs.
    - [Regurgitation Lv1] - Allows one to regurgitate from their stomach. Has synergy with Spit, allowing Spit access to stomach acids. Alternatively, allows one to share partially digested foods or expel harmful agents from themselves safely, at higher levels this can occur even if the problematic agent has been fully digested, or incorporated into their body through non-digestive methods. Best picked up by Nobles and others who are liable to be poisoned.
    - [Flip Lv1] - General Acrobatics Skill. While Kick allows one confident footwork even on unstable terrain, Flip is good for jumps, rolls, all those Parkour movement skills. Good for Lightly Armored Combatants and Thieves who need to get out of the way of danger, regardless of the hurdles of the local environment. Significant synergy with Kick due to both being related to movement.
    - [Gargle Lv1] - I have no idea what to do with this. Health care? What does one Gargle for, except to clean your throat while brushing your teeth? Should it be a breath-smell-improving skill, or a general-health improving skill? Maybe a skill for talking underwater?
    - [Grab Lv1] - General skill related to holding things. Improves grip strength, weapon-control, makes it unlikely one will break things without meaning to, as well as has some minor benefits for learning how to hold a person & how to break holds on you. Good for Close-Combat fighters of all types, particularly those who find it difficult to learn how to regulate their strength, due to it helping them avoid being disarmed, and helps them learn how to regulate their strength.
    - [Drink Lv1] - Allows one to drink and store more water than they normally could, as well as drink high quantities of liquids that while safe in small doses, are dangerous in large doses, such as salt water. Best for Heavily-Armored Close Combatants in hot environments, as it allows them to have sufficient fluid to last an extended battle even in the hot sun.
    - [Breathing Lv1] - Allows one to breathe with less air. At higher levels, allows one to breathe even underwater, in a vacuum, or with their every orifice shut due to being in sewage water. Higher levels may have minor reduced-resource requirements for survival as well. Best for those who think it is likely that they will be in positions where they may not be able to breathe normally for extended periods, such as ocean fishermen who live on storm-swept coastlines.

All of these together makes a skilled unempowered martial artist who, after getting all their skills to a high level, manages to turn their local environment into a lake and fights opponents who, while they have objectively more powerful skills, usually can't actually use most of them to fight back.

Imo, through synergy; I can see some already.
    Kick > Grab > Flip or Kick > Flip > ???
-- Kick the ground, to increase speed, either getting closer, or for higher attitude
-- Then some Shounen action; like Grab > Kick the ground & Flip into the sky > Kick the grappled & Flip even higher > Slow your fall with create water and/or spit.

Create Water > Drink > Spit
-- Spitting water has never been so gross. Maybe add gargle as well. Can even make it 'rain' by chaining with flip.
-- And as you said, you can change how the Mc would 'spit', thus making a water laser, if you add Gargle & Regurgitation to it. Breathing would be so they don't choke and such. [Think Pokemon's Bullet Seed and/or Water Gun]

Gargling is the act of washing your mouth, so maybe you can do something with that, like spreading viruses/plagues/etc?

There was a novel I read with something similar for Regurgitation, Living a Long Life as a Legend; basically, the Mc was thinking of chaining some skill to store poison in his stomach (or something), then later sort of spitting it out at enemies.
-- Also, depending on the meaning of the word, you can use Regurgitation as a sort of automatous action of some sort.

For cooking, it pairs well with create water.... and maybe regurgitation..... Yep, most herbivores do it all the time; cows being an example. And it's a process other animals use to feed their young (birds as an example).
