I'm looking for a game to play with my boyfriend. We have extremely different tastes, but have met halfway to try play a city builder game. He suggested to play a game by having one person play while the other watches. I don't consider that "playing together" and think that the other person will get bored or frustrated because our play styles are completely different. We are still going to try playing like that, but I want to find a back up. Thus, I am looking for a city builder game that is co-op and free. However, being multiplayer is acceptable too. It would be preferable if it was a phone (apple and android) game, but PC games are okay too. It cannot be a first-person game. tl;dr Looking for a game that is: a city builder or similar free co-op preferable or multiplayer phone (android and apple) preferable or PC is not first person I'm not actually expecting many suggestions but thank you in advance if you can actually find a game that fits my requirements.

The only city builders that I know of are cities skylines and simcity. They’re not free but cities skylines will probably be 75% off for the steam winter sale. Making it around 5-7 dollars. As far as I know a co op city builder game isn’t really a thing. I think that if you want to co op a city builder game you’ll have to load up the game lay out a plan on how you want the city to be and take turns as the player. Sit next to each other and just try to make a cool city together.
do you own any games with large communties i.e. minecraft, starcraft, terraria, etc. there are a lot of maps and mods for the game that do include building cities or even going to war
Honestly city builders are only really single player with the exception of sim city 5 as far as I know. That said, I can't tell you how many hours my best friend and I played of SC4 as kids just switching off every now and then. but it was definitely over 100 hours. it isn't quite a city builder but you could try the Civilization series, with my recommendation being civ v(which can be acquired for about 10 dollars), although the other are very good too.
Hmm how in depth do you like your games? It sounds like any 4X game would be what you guys are looking for. There's some Fighting but if you turn the AI down it can be just pure exploration and city building, with each of you having your own Empires. For the PC I highly recommend any Civilization game, Civ 6 if you are ok with paying for the latest and greatest. You can easily find older Civs for free online though. For a space twist I HIGHLY, HIGHLY recommend Endless Space 2. Beautiful graphics, inspired art design, creative and wonderous alien species, a rich lore filled world with many stories to explore, and an amazing sound track you can just lose yourself into. I've had hundreds of hours of fun developing my Galactic Empire in both single player and multiplayer modes. On the other hand, if you're unwilling to commit to a triple A experience (I think it's well worth it! Steam has a 2 hour refund policy) or want a lighter more casual game to play, there are a few options for the Android. I'll point to Freeciv as the first most obvious option. Its for free hahaha, but being a port of Civ 2 means it doesn't lack at all in depth and content. I'll also recommend Star Traders 4x and Hade's star. Check them out and see if anything interests the two of you! One thing to note is that these are 4X games, so they are not City Builders in the strictest sense. However they're pretty close and the nature of 4X games means cooperative play makes more sense. You can build your own Empires and work towards mutual goals, establish trade routes to both profit etc. Maybe have one of you focus on building econ and fund the other's military.
hrm i dont think i can help but perhaps you gotta do some civ games with both on different teams? like a civ 6 duel each on a different pc winner gets to decide what you do for the next week? note: perhaps a similar game but faster?

Take a look at factorio. The satisfaction you get from building in that game is like taking drugs. Edit: Not free, though, sorry.
