Just guessing from the tone in the translations. No idea if it's true. It read like my own efforts of undoing a plot development, that feeling you get when you press the publish button and finding that you're unable to make edits later. Unless it is revealed that the emperor was coerced in one way or another, it makes no sense for him to offend Chu Mo like this.
I think he was looking for the "best possible" solution without pissing off everyone.....think about it the emperor didn't even request any marriage than his sons may act out against either him or Mo, if he went with their idea to the letter.....bloodbath. So with this method if Mo came to talk to him he could say "better protection for Miao" and be able to placate both parties [Mo and Sons] but yea sounds more like the author did an "Oh shit how do I get out of this mess????"
