I think it is called "Mahjong". The tile matching version is called Mahjong Solitaire, and a common google search (you know, when you autocomplete) is "mahjong not solitaire". I would suggest searching that. Edit: For example, this comes up: https://play.google.com/store/apps/details?id=com.pvella.mahjong which from the image does seem to be the version you're looking for. I remember a bunch of Mahjong from the Saki manga (basically a sports manga about mahjong playing girls). Apparently there's several different variants as well.

That's what I meant; if you're searching mahjong that is not the Solitaire version which pops up everywhere, you should try searching "mahjong not solitaire" in google, at least as a first search. For example, one of the search results gave an app called "Hong Kong Style Mahjong", which was my second remark; there's different local styles of (non solitaire) mahjong, so you might want to use "japanese/chinese/hong kong style mahjong" as a search. I hope you do find it! I always thought it looked interesting, but even after reading like 100 chapters of Saki (a mahjong manga), I still have no idea of what the rules are...

A pretty good software based Mahjong is 4 Winds Mahjong (https://www.4windsmj.com/) - it has a fairly robust rule system that you can customize, so you can play with the rule set you're most used to (from using extra dora tiles to payouts). EDIT: I forgot to mention that if you want to play against other people, then look up Tenhou. It's all in Japanese, but there are English instructions that have translated the interface, so you can use it without knowing Japanese. Just Google it.
