Micheal Moorcock? Yes on OP, yes on treasures, but Elric end up killing everyone he holds dear, because Stormbringer has a terrifying price...
Erikose kills humanity, to save the elves and his beloved, and is tossed into the multiverse to pay for his crime...
Hawkmoon loses his kingdom, then his family, though he gets them back again (it’s confusing)
Corum kills the gods, and loses his love to old age...
Moorcock writes stories of Demi gods who are all too mortal, and have to pay terrifying prices for their powers and weapons.
Zelazny has brooding antiheroes, who are OP but have to pay for their powers in subtle and ironic ways.
Oh, and Moorcock and Zelazny pretty much INVENTED much of modern heroic fantasy.
If you really are tired of the tropes in modern fantasy, read the originals...that pretty much created the genre.
For something truly different, read Lord of Light and Creatures of Light and Darkness. They still stand up today. Everybody knows the Amber series and rolls their eyes, but if you’ve never read, you’re in for a treat.
Because they’re good.
I’m a bit put off by Kay. I recommend Judith Tarr over Kay...even K. Kurtz. I’ve only read the Tapestry and not that impressed...though this was back in high school.
Oh and I very much like Feist...though the MC gets really powerful in Magician, the road is long and painful.

Akuyaku is really good. Keep in mind some stuff will be odd and confusing as to why it happening but it makes sense at the end.
With those specifications, what you're most likely looking for are Kingdom Building Novels. In those stories the protagonist usually serves the role of a leader and innovator and leaves potential combat to someone else. So maybe stories like:
Release that Witch
Genjitsushugi Yuusha no Oukoku Saikenki
Otherworld Nation Founding Chronicles
And plenty others.
You can find lots of stories that enter your requirements if you search romance stories but those are probably not what you are looking for.
The main character is a skilled old man, his daughter is technically more op but she is at the level of being defeated by 100 enemies.
Almost all shojo or otome etc. Genre would fit in your requirements. Essentially all stories that deal with drama and emotions rather than action.
He barely manages to kill a coakroach, how much less op do you want?
He learns quickly and technically has a treasure but his enemy is like ten times more op and has a piece of the same treasure.
Im not sure whether you are interested in non fantasy/ non action stories but ill put them up in case, since they do enter in your requirements
He is much stronger than most everyone else but is due to his effort and experience not talent or opness.
The ml is a hero, but from the sounds of it he is just slightly stronger than most knights.
The mc is technically op but he never feels op. He always kills like a hunter, trapping and attacking their weak points. The only times he doesn't is when the opponets are too weak or they force him.
You might consider the mysterious card a treasure but honestly it is all the mc's hard work that gets him through his problems.
The mc is essentially a non combatant.
One of the few times where there don't seem to be unfair advantages to the mc or elite players in a vrmmo. The player is stronger than most but he doesn't even win the tournament so ...
Similar to above, tho he does beat the enemy that not even the tournament winners could beat, but he used trickery so...
Cute fluffy story, you might argue that a baby fox falls in the loli category but you decide.
The mc is a healing magician, but he can maybe be considered op? Not really a combatant most of the time.
Otome story. Various people can be considered op but since combat isn't the focus ...
Op administrator? Op misunderstandings? Anyway combat isn't the focus.
Cute shortstory, won't take you 30min.
Mc almost dies due to friendly fire from a low level mage so...
Snow white but with a doting stepmom instead of an evil one
Like the above but with a dad instead of a step-mom.
Do babies count as lolis?
Heartwarming story of an old man(video game nerd) reincarnating in a fantasy world.
No combat. Drama. Probably romance but haven't reached so far in the story.
Non combatant. Technically op but not really.
Romance story mostly. Lighthearted vrmmo story.
Romance, haven't read much but should be funny.
Romance. ML is op(?) simply because the power levels of the world are low. Most people are as weak as us.
Non action story. Mostly romance and drama. It just occured to me that most of these otome stories can be considered "back to the past" since they more or less know the future by what they read in the past.
Non combat .
He probably becomes op but it is a slow growth.
Mc is smart more than powerful.
The first thing that comes to mind is the novel’s extra tho the mc gets a daighter at some point. Isaac is another good one. Hmm theres also Reverend Insanity

def no cheat, but the mc herself can be considered a loli, it't not really a thing in the novel though so reeead it.
DTPB kinda dropped in the last arc, super sidetracked. The waifu solution is also a mess.
I do not recommend to read Monarch of Evernight, which is the CoS authors other novel. Starts out well, then is pretty great and between 600 and 700 it faceplants at super sonic speed. The setting just tears itself apart for cheap plot points.
I heavily second City of Sin however. And, if you haven't read it, Warlock of the Magus World.
You can forget about anything with action then, unless it's some kind of a dark story that focuses more on how shitty life is.
If you’re okay with western novels, Skyclad might scratch that itch. Even the side characters are cool and the writing style is amazing.
Tensei Shoujo no Rirekisho
- MC isn't OP, only thing they have going for them is modern knowledge and being able to hear/read chants. Otherwise they can't use magic.
- The MC is technically a loli, but that is because it is female MC and they get reincarnated as a baby. They grow in age with each volume so they won't be a loli with time. Her being a loli isn't a focus of this novel.
- She has no ability to go back in time
- She has no heaven defying treasure and starts as a commoner, so she doesn't even have any treasure or even a dime to her name for quite a while.
This novel only i could think of at the moment :

Mc is strong but not op, theres even one arc mc almost get killed. But mc sure are clever
Both have the same issue. Tsundere female leads that feel fake. Protagonist is cool until he meets female lead and acts like he has a mental illness.
Maybe it's normal for most guys but I have lots of female relatives and friends so interacting with women is second nature to me. It feels unrealistic
Well, for an isekai with amazing world building and lovely/funny characters u can try wandering inn, it's just so good. (no loli, no op mc, no heaven defying treasure)
