nah its the same it just raise the floor if that makes sense. This is a pretty bad example but its like instead of doing 50 ~ 100 damage you do 55 ~ 100 damage. With the higher the number the higher the tier of the item.
Depends on the programming. In the more sadistic interpretation, it would turn something like "50% chance of Normal, 30% chance of Epic, 20% chance of Unique or Legendary" into "58.5% chance of Normal, 32.1% chance of Epic" - leaving only 9.4% chance for Unique and Legendary, so in effect more than halving the probability of the better items. About the novel: kinda don't like that the Author immediately inserts his "what a moron, he could've gotten a lot more money" remarks. It would've been much better if that was shown in the revelations later on, so that the readers learn it together with Greed's controller. P.S. It's so nice to guess right:

Isn't thats how he is written... He is a simple a man who didn't think too much, like to let emotions do the decision, holding grudges over simple matter. Even author use those satisfy's scientists/overseer to express some thoughts -It is interesting since he an idiot -But it kinda piss off, seeing him didn't maximise his own class benefits Plus at beginning, when he got legendary class but end up level minus 3, he didn't bother to hide and call some reporter/news to brag his class since he feel jealous over Katz publicize his epic class (though it got brush off as troll)
