Route 3: One day, this hero/heroine break a rule of a country for his/ her the sake of his/ her family. Route 4: One day, this hero/heroine break a rule of a country under somebody's order. Route 5: One day, this hero/heroine break a rule of a country purposely. This rule is so heavy that whoever disobey it will be sentence to death. So, as one of the citizen or high rank people or even the ruler itself, what should you do to this hero/heroine? *The rule is random, so not necessarily needed to be mentioned, right.
I am so glad I don't live there, afterall that country got one hell of a political nightmare on their hands. Punish the hero = the world becomes your enemy (hero/heroine could also end up fighting them), if that law is common in that world there is stil the fact that they killed the hero/heroine. Leave it be = internal turmoil (hero/heroine just broke a law so heavy it's death to everyone breaking it, and got away with it). Middleground = Both internal and external backlash (handled wrong and the internal backlash could be worse than leting him/her go. For externa the fact stil remains that he/she got punished, so there will certantly be groups forming demanding retribution, even if it's only the goal shown on the surface).
This is already wrong the get go. A citizen cannot do anything to a hero. Said citizen has no power over the hero. Citizen is likely a commoner or a lower ranked noble. High rank nobles are either connected to the royal family or aristocratic households with deep roots in the founding of the country. Only royalty have the power over the hero if they are not a declining crown. There is also the church to factor in this. The church in the old times has a higher authority than the royalty, and in most times the heroes are under the orders of the church. The royal family would have to offend the church to punish the hero if the rule broken is considered worthy of death in the country. There is also the case the church is neutral in the surface, and will allow the hero exile in their territory, should the hero escape from the country. The hero is also the main concern in this crisis. Yes, it is a national crisis, because the hero is the strongest person in the world. Even if the royal family is able to off the hero, it will likely cause political unrest with their neighboring countries, the church, and the world's non-human races. The only option is to suppress and defame the hero. After that, train assassins specialized in killing the hero. Make sure to plan for years, should the hero remain guarded. The objective is to kill the hero in accordance to the law. Not out of spite or vengeance. This will give the royal family face and their country the right to pursue the hero should the hero escape.
The law should have its punished already pre-determined. If not, it should be judged by a judge and then an appropriate punishment by the infraction should be decided upon.
