What I'm asking is how many scale ranks can you order?
That wording sucks, but for example, some stories will rank things like Low, Mid, High. Or Basic, Intermediate, Advanced, and Master. Or Lesser, Greater, etc.
I challenge everyone to come up with as many ranks you can. I guess... if you have time to kill.

Well we just gotta pick anything with natural ordering.

So we got colors (Red orange yellow..)
    Age (Young, old, etc)
Degree of curvature (Flat, sloped, inclined, curved)
    Cleanliness (Stained, Dirty, Spotted, Spotless)
    Brightness (Dark, Dim, Light, Bright)

you could turn any of these into ranking systems if you wanted to because at the end of the day it’s just a name to indicate the level

In cultivation it seems to be: Early, Mid, Late, Peak, Pinnacle (or half-step next realm. repeat for each realm...)
In guilds in Korean and Japanese novels it's usually: F, E, D, C, B, A, S (sometimes with pluses and minuses, and when they run out of higher ranks they just add more S's)
I've also seen them ranked by metals: iron, copper, bronze, silver, gold, platinum (sometimes there's like tin or something as the lowest rung, and if they run out of ranks they might put diamond, or mythical metals)
I've even seen ranks of color (rainbow order, or reverse rainbow order usually)

Side note but what are gacha ranks like?

I think that was what the Japanese did with their Imperial court office at some point
    in their history.

Hold on, the last one is a different measure from the other three

Power rankings in proportion to Shaggy's Power.
    0% of Shaggy's Power
    0.0000000000000000000000000000000000001% of Shaggy's Power
    0.0000000000000000000000000000000000002% of Shaggy's Power
    0.0000000000000000000000000000000000003% of Shaggy's Power
    0.0000000000000000000000000000000000004% of Shaggy's Power
And to clarify, 100% of Shaggy's Power isn't the maximum of Shaggy's Power.

Depends on the system. Some use star count (maximum may vary), and others do rarities (Common, Uncommon, Rare... ).

Usually it either uses a number of stars, a letter, or a rarity system... Usually they're mostly interchangeable though.

For example, a common system is going from 1* mobs to 5* mobs, with 5* mobs having more stats and better skills and being rarer and stuff.

Another system is going from C-tier mobs to SS tier mobs, which have... Better stats and skills while being rarer and stuff.

Or you can use the Common, Rare, Super Rare and Super Super Rare mobs, or C, R, SR, SSR for short... With the SSR mobs having better stats and skills while being rarer and stuff.

... Did I say they were mostly interchangeable? Yeah... They're totally interchangeable.
