I'd think they would. Maybe an additional 1-2 per rank, as a reward and means of something easier to focus on if skills can be trained to higher tiers. Keeping the number of skills low at lower ranks is understandable if that's the case. I was kind of hoping the MC would pick up a regeneration type skill from something like an ogre or troll. That'd pair well with him chugging elixers and doing the hell training he is now. Even if it's a low tier of it. He's been fairly lucky (Plot Armor) about the skills he has, though. So, a dud is probably going to come out if he does reach out and grabs the skills offered now.
I had thought that there was a penalty for stealing high ranked skill? Was that depending on MC himself or the person who kills him? Spoiler He gets killed by sword saint who should be the number 1 hunter at the time, which I would think meant S-rank, but no penalty????
The penalty is based on his own hunter rank, not the target's or skill's. He's still F-rank, so no penalty yet.
Well, if he’s smart he’s gonna get killed once again. That S class hellfire trap requires he be inside the area of effect. Now he has no problem fulfilling the necessary conditions.

Yeah...I was overwhelmed by his stupidity. He should have accepted the penalty for one more death... The synergy of the Hellfire trap and the fire immunity skill would have been beyond epic.
He can only copy a single skill per entity. Once he grabbed the fire immunity, he couldn't have gotten anything else from the boss.
