Not to insult MadHatter but Keyser Soze is literally the worst german name I ever heard... A good name would be Maxi or Matthias or Christoph and for surname something like Gärtner or Müller or Meier (can be written Maier, Mayr, Mair, Meyr, Meyer)
That's by language. It looks like it covers Romanian, Indian, Russian, Jewish (Israel), Spanish (Spain, Mexico, Argentina, etc.) and English names at minimum from your list. It certainly looks like it takes care of your problem. This one: http://fantasynamegenerators.com/#realNames is a bit more extensive and region specific (Argentinian, Old and modern Hebrew, Specific Indian dialects) but also more complicated to use. Plus you can trawl the full site for all your place names, weapon/item names, and other names you want (it's a bit massive). Kind of seems like what you need.

it helps maybe with male names. but for female it has to have a sounds of money in it you know.. so it's not really much of help. and it's randomized. so even for male names and surnames it makes it obscure. I'd rather have recommendations from others than rely on random thanks anyways
Do what I do, look up "actors/singers/celebrities from this country" and then mix and match the names of the people you like. It also helps you to visualize what they look like and allows you to be descriptive in your writing.
For the Spanish speaking countries (Argentina, Mexico and Spain) Juan, Jose, Pedro, Pablo and Manuel are really common names, but for some reason I find Lorenzo is a really cool one. For last names it depends. For Mexico and Spain I would say Rodriguez, Gonzalez (Also as Gonzales), Garcia, Fernandez... I would say for the Spanish guy Gabriel Garcia or Hernandez or Zapata, for the Mexican one Francisco Lopez or Martinez (pick one, I lean towards Lopez, but Martinez sounds, to me, more middle class-like. Sanchez isn't a bad choice either) and if you need a nickname for him use either Pancho or Paco and for the Argentinian guy I would say Federico Tocci. I don't really like the Argentinian name I wrote, but I only know a few Argentinian people so I can't come up with a good name for a character. Still, many of them have Italian ancestory that's why I would pick an Italian last name to differentiate him from the other two. If you mean the name Keyser Söze thats not even a german name ( Or I should say as German I havent heard of such a german name before)
