Small groups have gotten permission before. Oppatranslation is one example. They've gotten lazy as of late and make excuses, but they have permission to translate some novels. Even have a ebook for Main Character Hides His Strength. They directly talk to authors, so that might be the difference. And people ask for permission to avoid getting told to take it down later. Simple as that.
The book was taken down from Munpia from what I heard that was why they could get permission from the author. Also without proof. I will take what they say with a pinch of salt. When speaking to a company, you talk company to company. It's not rocket science. I spoke to J- novel club and was made very aware that I won't be able to get permission. Getting permission from authors writing niche fiction or BL is not the same thing as mainstream.
They talk to the author of Master Hunter K. He even went as far as to rewrite the ending for English readers. He's busy recently with stuff, but sends chapters to Oppatranslations when he has the time. And both novels are still on Munpia. Is it considered licensing when it is not from the publisher? My information might be outdated though. Seemed more like skirting around contracts

The new translator tried to get approval from the publisher and failed. LN Bastion was then requested to take their chapters down. I'd say Munpia is either setting up their own site, or sold their souls to t̶̶h̶̶e̶̶ ̶̶d̶̶e̶̶v̶̶i̶̶l̶ Quidan.
Translators have sent DMCA notices to other websites out of spite I won't be so quick to blame Qidian or Munpia for everything
No, I'm pretty sure they didn't get a dmca. I believe Munpia just asked them to take the chapters down when the request to translate was denied. The request being denied was suspected to be because Quidan taking it would be more profitable. I don't think anything has been announced yet, so who knows what's really going to happen.
