I don't really understand but i suppose that arima was the one eyed king of the ccg and now kaneki became the one eyed king of everyone, i think.
it was also arima s plan since he took kaneki under his wing he had many chances to kill kaneki in the fight so why he didn t do that that s because he wanted him to undergo an evolution i think kaneki will fullfile arima s wish whatever it is

He became a half-ghoul (one eye) and was spectating the battle of either the rose or this one, anyhow just probably came in to stop owl's rampage
Yes, in chapter 66 Amon is shown in the last page, last frame. The first time I read that chapter I wondered who that guy was, but after searching a bit and with the lastest chapter it's obvious that it was Amon. Like Takizawa he was probably made into a half-ghoul. The question is which kakuhou did he get? I remember Kanou looking at Yoshimura and thinking that his kakuhou hadn't regrown yet so he wanted to play around with Naki's dead subordinates Gagi and Guge (or something like that), so Amon probably is another Owl just like Takizawa. And I only got into reading TG manga this week, but man... it was a good but sad trip... What I hope doesn't happen is that the Washuu end up being a group of ghoul that only wanted to become humans, just like Arima said. Now Matsuri (that was his name right?) is in command of the operation and could end up in command of the CCG and being the guy that he is, he will fuck things up and that would make me feel that the Washuu were always wrong and deserve to die. But if the Washuu only wanted to get rid of their need to eat humans to survive and become humans themselves, then there will be no true villain, only victims of their situations... It's easier to accept a purely evil villain. Talking about the Washuu. Matsuri went to Germany to train, but the Germans must have something like the rc gates, too... So are there other organizations and families like the Washuu in other countries or is the Washuu a world wide organization?
