In a sense, Cale already fulfills the requirement of a Dragon Catcher:
+ A friend of a Dragon Lord (Raon is for sure a Lord coz he's great and mighty)
+ Catched dragons (as friends)
+ Stronger than most people (I know he faints and gasps and bleeds like he's dying everytime he use his power to the maximum but if fights an ordinary soldier, he can just blow away that person or bbq that person with a stone spear or zap with weak thunderbolt).

Perhaps, once upon a time, a Dragon catcher wasn't called a treacher until one of them betrayed a Dragon Lord and killed his supposed friend.
