Idk the way that it was phrased in the chapter makes me think that they are using the mist town and the fact that Kuzunoha is in Tsige to spread rumors that the anti goddess faction is actually in control. Or thats How Makoto sees it and thus how its presented right now. I'm going to go out of my way and say that the organization is doing that and will try to manipulate Makoto, then get trashed so badly that they wish they had not angered him.

 

It migth be that, but poor guys they have no ide of the mess they are getting into, if it wasn't because the Goddes can use this to interfere with him again, it would be funny, now lets see how he crush this guys, unless it is actually something that one of his subordinates has done behind his back.

They would not do something this half-assed. If Tomoe or Shiki or even Tamaki were to do something behind his back, it would not be something that would give the bug an excuse to attack Makoto. It's more likely that they are demi humans that hate the bug and are trying to use Makoto for their own agenda. So its pretty much what all the groups are doing but this group is just dumb and doesn't understand how big of an error they made
