I am wondering why the emperor didn't have a full STC if he live and influencing society from the shadow prior to the AI rebellion.

He knew warp travel is hazardous then why didn't he influence other form of ftl? Other than the webway.

I think he kept low profile and didnt prevent other ppl do whatever they wanted till age of strife

 

warhammer 40k is too big have too many event and too many characters

I'm not that knowledgable about 40k but maybe he was facing an enemy that no mortal body can win against and decided to be fully concentrate on his psionic persona.

well who know why he didnt keep a full STC, \o/ it all became disused and decayed over time

the emperor was there since the dawn of man(pretty much) and there are main origin stories, not gonna get into that rn quite long. well the warpway is the only possible way known to man or by any other beings in the universe. they dont know any other way other than the webway and the warp portals.

 

Given my knowledge of warhammer. The universe doesn't have any other viable ftl travel. Warp travel is the only viable fast travel although very hazardous.
Originally the Eldar had their own safe webway before all that Slannesh mishap. ANd I think during the horus Heresy the emperor was trying to create something similar but well, Magnus...

Warp storm breach and Horus was getting bratty enough to lead to a heresy.
Emperor could not do so with the chaos lords just waiting for him to lower his guard
Hence, horus heresy happen because he let his guard down for a minute

 

As far as I know, only necrontyr managed to develop ftl tech high enought for it to compete with warp travel in speed. Emperror couldnt aquire this technology. And before travelling the webway, it must be properly prepared, so warp is the only alternative

 

Probably during the Golden Age of Humanity, the conventional warp travel was safer and the advent of the birth of Slaanesh changed all of that.

 

He was going to use their webway, but it got wrecked cuz of certain red-one-eyed-son

No. From what I remember the other chaos lords already existed but they were in a state of something like stasis. The ungodly birth of
Slaneesh shocked the warp out of its state of placidity.
