First things first. China's advertised average GDP is just not trustable due to the lack of impartial control. I remember having heard from a China official - one that was later arrested for alleged corruption / or for saying too much- that the data was manipulated to fit the party's ideal (and note that I'm not saying western's is less maliable, just that you should not take that data at face value).

Second, China has not chosen anything. It was a choice made for the people. No sane people would have it's fellow citizens censored for expressing their opinion, or of having freedom of information.
