@MH2 with the current budget you are sticking with,
The letters are fine and all but the FN and CTRL keys are switched.

To me it is....I am used to using standard keyboard style so every time I try to copy and paste, I keep hitting the FN key instead of the CTRL key.

It mostly depends on what you are using it for. To be honest, CPU is more important than RAM. However, if you are doing many tasks at the same time, then RAM becomes important. Intel Celeron is mostly for low budget laptops and have low performance. If it is used for casual browing, emailing, and Microsoft Office, then it works just fine. It would be better for the laptop to have a Core i3/i5 series but the price of the laptop will go up accordingly.

Overall, you should focus more on the CPU rather than getting more RAM. You can always by larger RAM in the future if required. However, the CPU will always remain fixed.

2.1 ghz dual core is the bare minimum for a decent experience on a budget laptop.

The best one on the market is the i7 processor for Intel and Ryzen 7 for AMD. These two are bit too expensive so only laptops around $600 or more will have these. For a low cost laptop, I recommend getting at least an Intel i3 series or similar CPU.

    Budget wise that seems tough
I just want to know if Intel Celeron N is acceptable
I mean if it lags each time I open a browser or application or can it handle for instance office alone or something

The Intel Celeron N is a great entry level CPU. It is worse than the Core 2 Duo but there are more cheaper laptop that contains the Intel Celeron N. As long as your sister doesn't use the laptop for gaming, simulators, HQ streaming, or any CPU intensive activities, then the Celeron is a great option. However, if your sister is planning on doing activities that require graphics, programming, etc... then I recommend finding a Core 2 Duo laptop.

If you can't find a budget cost laptop with the CPUs mentioned above, then find a laptop with either a dual core processor (2.1 ghz or above) or a quad core processor (1.8 ghz or above).

I reread your first post and I thought I might get the second. You rated as not bad so I think it is acceptable
I sent an email asking about the cores and the processor speed

Oh no she wants to browse, watch videos and maybe write
I guess that counts as light activity?
