People specially drafted for war. Of course there is no time to train them so death rate will be high AF.

In war terms, it means foot soldiers regarded merely as material to be expended in war.

if you want to have a hollywood analogies, cannon fodders are thoses extras in war movies that you can vaguely see dying in the unfocused background while the main and secondary characters does awesome stuff, in horror movies they are the bit-players (usually of non-caucasian ethnicity) that want to go alone in dangerous places because they heard a noise, or they are the ones who dies right at the begining (sometimes off screen) of any crime film and that are credited as "corpse of [character name]" in the ending credits....

From my understanding, it's a disposable character who's sole purpose is to act as a stepping stone for the relationship of the protagonists, either as a trial or a major/minor antagonist that probably will die at some point in the story.

"Fodder" is food for livestock animals, like cows.
"Cannon fodder" is food for cannons -- During old wars, people who were pushed to the front lines in front of the cannons. Their purpose in the battle were to act as distractions, block the ammo, and act as stepping stones for the more important army. Cannon fodder were disposable, throw-away soldiers who were expected to die.
"Cannon fodder characters" in light novels refer to unimportant characters who are destined to die, to act as a stepping stone for the main character. Cannon fodder characters are disposable and quickly forgotten.

    Common cannon fodder characters:
    • Minor villains who harass the main character then quickly die a pathetic death.
    • Jealous rivals who either die or lose everything when their plot is exposed.
    • Friends or family who are killed early in the story to inspire the main character to begin their journey.

Ahahaha, I don't think I'm even important enough to be a background character, let alone cannon fodder! (;^ω^)

It is not really food for cannons. It is just a reference of the pile of fodder used as target for accuracy training with cannons.

"Star Trek" red shirts and Yamucha are notable examples of "cannon fodder".
