    From a biological stand point it's only a problem if they procreate (have a child). From an ethical stand point it depends on culture.

    For some it's ok to peck on the mouth while others even hugs can be off limits.

    This question is too broad and you will have to give a situation for a proper answer of if what is happening is incest or not.
