I´m yet making my blog but have 3 novels in process of of translating, and I see then are no yet in another language but Chinese. Where are the tutorial to ask for the translating and posting the link?
Do you mean how you can add your site to NovelUpdates? Or do you mean asking the author/publisher for permission? For the first one, go to your user profile and there are "Add Group/Series/Release" buttons you can click. They're pretty self explanatory, but you need to add the series and then go to add your release before it will be approved.
