This question just frustrates me for no reasom at all. Through-out the whole translation, there's still no concrete evidence of Zhou defeating Wang in a battle. They've at most confronted in an indirect clash by Zhiche stealing one of the monolith stolen by Zhou for establishment of his garden.
In chapter 346 the author says, "Just based on level of cultivation and battle prowess, [Wang Zhice] obviously was not as great as Zhou Dufu, but in other aspects, he was more outstanding than Zhou Dufu in the hearts of everybody," so he concretely says who is stronger.

It's just as i think. I have several speculations about Zhice being actually the strongest man, but i doubted it because there's still a chance that Zhou was still alive, which was considered monstrous for the cultivation method in ZTJ didn't target immortality.
