That really depends.
Is the writer actually going to write something, or are they just gathering personnel with nothing in hand and possibly a pointless future.

A: Hey guess what?
B: What?
A: I've got this movie script.. so I'm going to need actors directors, set personnel etc.
B: OK, so what's this movie about...
A: Well I haven't written it yet!!!
