There's Fantasy Life for the 3ds with a job system, skill leveling and statpoint allocation.

Almost all KR novels on NU are like that. There are a couple CN novels that start out like that like god and devil world but they drop the game system half way though the novel to use plain old cultivation instead. I'm assuming it is because they tend to be longer and they run out of ideas. On the otherhand, KR novels use the dungeon crawl theme with video game system in a lot of their novels. Either that or isekai with a game system. JP novels have this too but they tend to have a game system more akin to D&D (dungeons and dragons, an american tabletop role playing game that follows rules from books you have to purchase) which means it is a little more controlled in powercreeping.

How would you know it doesn't exist if you've never read it? You must not have a brain because I've never seen it.

I would have recommended Path of Exile but.. Yeah.. Offline game.. Going to be hard to find a game that has skill progression.

All I can think of is Skyrim ._.
Skill progression, not really stats allocation though besides choosing if you want to increase your health, magic, or stamina.
I personally love the skill system they have but that's just my opinion ._.

Rune Factory 4 is the game I've found that fits the bill the best with the JP stat allocation skills, but I don't know if it's the same with everyone else is a returnee, since I've never read it. RF4 doesn't allow you to allocate the stats yourself, but rather your skill levels naturally grow as you use them.

If you don't mind being poor 'til mid game, insanely powerful bosses, endless grind (combo points x.x) and farm, then yes, it's gud.

An offline game with skill progression and attribute points...hm, it's kinda tough to find something like this. I can definitely say that most JRPGs will hardly have both of these features, maybe if it has an avatar, at most. You'll have more luck with RPGs such as The elder scrolls or Fable, imo.

Perhaps mobile games are more likely to be like this, but I don't play a lot on mobile to recommend you anything.
