No one can be called the worst scum. People and their crimes are two different things. If we could see their life day by day, until the day they became criminals, it would be very hard even for the victim to blame the criminal.

Corrupt politicians and dictators, but corrupt politicians are worse. Look at the current situation in Venezuela. Due to 17 years of having corrupt politicians, the middle class people and below have to look in dumpsters for food. There are almost no medicines in the country, nor most of the first need products. There since several years ago 20k deaths a year due to murders was normal. The police and the military are also part of the corrupt people so everything is fucked. Heck, there is not enough supply for the demand of electricity in the country so parts of cities only have a certain amount of hours with electricity every day and the same goes for water.

People willing to make millions suffer for their own advantage are the worst scum on earth. They don't even deserve to die. They deserve to barely be kept alive until the finally die from old age.

 

Though I chose rapist,personally I feel that the politicians are the biggest scum.

 

Venezuela is not alone,unfortunately.Too many countries had these pig sized leaders elected because they either had money and mafia,or they were supported secretly by a super powerful nation...

 

On a "human" or personal level, rapists top the charts for me, taking pleasure in such a way is just disgusting. OK, topping that are child-rapists but those are rapists as well and deserve to be skimmed of humanity and flicked into the bog of oblivion.
On a systematic level, corruption, both political and corporate is worse but its a different kind of bad, a politician doesn't directly see his victims, they become a simple statistic which is on one level worse because he causes a lot more pain and damage on another level they may have enough empathy to understand what they are doing but ignore it or simply don't see it.

But I chose corrupt politicians cause they can also become a rapist, and get away with it freely... there may be some hot scandals now and then, but give it a week or 2 and nobody cares about it anymore.

Rapists won't destroy a country, bad politicians will. Happens in many places.

I go with corrupt politician...cuz they are usually a group of elite people (or being their puppet) who are:
tyrants = they literally have it their way or rhey will find some excuse and arrest you
rapists = fucks everyone below them by implementing various of taxes just to line up their pocket. This also include flexing their power from drugging/forcing/kidnapping/pressuring anyone they fancy to destroying natural resources. depending on how they twists the situation and the law, some cases might be actually ended up being legal.
Con - artist: During the election period they promise the mountain, the sky, the sun and the moon but screws everyone again once it's over.
Murderers - depending on how extreme the case is (how much that individual can shake the position of said corrupted politician) and how desperate is that politician is, they might order assassination (balantly killed or make like some sort of accident)
Warlord - again depending on location and how chaotic is the location. actually, during warring period, they are called warlord while during peace period, they are known as politicians.

Hmm, I lived inside story where the titles are extremely long and absurd or a total spoiler. Usually I am normal guy in high school with no interesting personalities except the only plain and boring ones. I am a blank state ready to be filled in (viewer/reader self-insertion) usually sit in the corner beside the window. Cold bitch everyone called tsundere is falling for me, that annoying so-called osananajimi is falling for me, that homicidal psychopath stalker everyone called yandere is falling for me, every girl is falling for me for no legit reason at all (I save a girl life/I solve a girl problem/I help a girl = Insta love) and I am deserved to be netorare-ed. Hmm, everyone seems to relate me to their own pathetic life.. HAHAHAHA.. you can't be like me !! you can self-insert yourself to me, enjoy and imagine what I am experiencing with only weak delusion, this is the difference between the fiction me and the real you ! those harems are belong to me !
