There is X-Men mutant called Darwin that has this ability, but I believe it is only temporary.

 

The thing is that the damage it dies is so negligible, that it's not really a major issue. It hampers brain function via introduction of inhibitors to neurotransmitters. This in and if itself will kill brain cells, but as stated earlier, it is incredibly negligible
