To a degree, yeah it was, but since I'm good at asking questions from professors, I shamelessly used it to deepen my understanding. Also quite a few of the lecturers didn't just read slides, but expanded on them and told about their experiences and other stories. We also had quite a lot of practical exercises. About 50% of alloc. time.
Also, self-study with public slides and specified books was also possible, since participation was generally optional... and courses were chosen by students, so schedules varied.
Oh yeah, in exams one couldn't get full marks without proper process, which was one way understanding was required. Similarly, if process was clear but result was f.ex typoed, you'd only lose one point.
