Maybe it’s my bro playing on the PS? my sis on the Laptop, my other sis on her School laptop, my other bro on his Phone. My mom, well she’s gone our for grocery.

Hmm, if you get some time at some point see if you can plug a laptop directly into your modem and see what speeds you're getting. My guess is that your router isn't capable of dealing with other users while one is downloading, so you could also consider an upgrade on that. If you get the same speeds when you're plugged directly to your motem though, your isp is bad so you'd have to complain to them.
