There's some novel like the manga kingdom? With warring states, being a commander and having to fight but not as one man vs the world or the MC and his groups or friends but with a whole army, with no cultivation or magic but sheer numbers and so on? Recruit manpower, use strategy, attack, defend, conquer, political plots, etc Do something like that exist?

It's an AAR, so not quite a novel and not quite not a novel. It's really quite good, so check it out if you like tales of desperate valor, intrigue, and warfare. Also, Magii of Cyador is a western novel but also really really good for this particular genre.
historical novels a lot of times are super dense with things non related to a character in particular leading his clan/army/etc, but in the greater picture per se I want the MC commander and its progression, while the greater picture is the stage for his advancements.
-1. World of Cultivation is an engaging cultivation novel, but it doesn't really work in the realm of strategy and warfare-orientated light novels. And even as a cultivation novel, it feels a bit clunky at times. That is exactly what The Grandmaster Strategist is. Don't be fooled by its historical flair; this is very much a novel about a skilled strategist outwitting and outfighting his opponents. Honestly, it is one of the gems of the genre. But if you are really deadset on one hero, Dungeon Defense is what you're looking for.
You can try reading AAR, be it Crusader Kings 2, Europa Universalis 4, or Total War, but good luck finding the best ones though
I started to read that some time ago, but I don't remember that much of Diablo Abilities (except necromancer that it was I played the most) so in the end I started hating those parts and drop it..
