Its probably because JP server just started in last quarter of 2017. Similarly, and increase in fanart and doujin can be observed add C91 and C92 where FGO has gained stable popularity.

fletcher fleet consist fletcher and either 2 of these 3 :Aulick Foote or Spence
also shouhou, unicorn and either erebus or terror
all 6 is 0 lb and equip with repair toolbox. wont work well in JP bec of lvl limit without lb but still can farm easily to get akagi, kaga and poi

 

The only thing i know about azure lane is about it's cosplays
