The reason why this doesn't work for most people, is because the stem of the garlic resists peeling. So you have to jam the knife deep all the way to the stem and make it so that the stem cannot hold on to the cloves. You also need to make sure that the jacket is cut all the way through so that you can use the back of the knife to pull the cloves out.

It also need to be pulled at an angle, instead of straight up. Basically, you pull by pushing on the flat side so that the clove is slightly twisted apart from the stem. That's why you hold the knife like that.
