I've been reading Chinese machine translated novels, and I've seen the word 'European emperor' or something close to it when the protagonist seems to be bursting with luck after a lot of mediocre/low luck scenario, and I've been wondering what does it really means? Is the emperor of Europe lucky? or some other meaning attached to it?

i don't think any ruler from Europe are lucky. Russia's Tsar and supposedly his entire family were killed.(blame that on Lenin). WWII happened for most of the others. the Scandinavian countries fairred better.
