No reason as of present to believe Max was anything more than yet another Syndicate person trying to gain more power. If he was some kind of outsider it would be hard to explain his actions around Isaac.
Sure, he could be syndicate. But internally annexing all the syndicates would require either much persuasion or a lot of muscle.
Ah, so Max was one of them. Raises questions whether how many else could be part of those two groups.

The list will be something along the lines of: Whichever Syndicate leader was responsible for the territory the murder happened 1 or more of the new police officers who are probably working for the "Angels" or "Demons" (or both) Isaac getting caught in some kind of crossfire from Rivelia, Some random schlub whose name we may or may not learn before Rivelia and Kunette destroy them
Considering there's a 99.9999% chance she's working for Central now, I'm sure she was given an intelligence briefing on what she'll have to face in the city. I do wonder if they've told her everything about Isaac, or if they've decided to hold some information back from her. Also if I recall correctly from a previous chapter, Central said they were sending three different agents to help handle this situation. Makes you wonder if Kunette and/or Reisha are working for Central and if not who the other agents are.
Why is she confident that the turncoat would relocate to the new building? It is also possible that the turncoat has already a residence on the New Port City and doesn't need to move.
It's more that there are multiple people of the 'angel' and 'demon' faction and there will be a couple among the homeless to drum up support, which means that they will have to live in the buildings in order to not be suspicious.
Soland is very suspicious and if he is a turncoat then he should have ways to not be found out by Revilia with that simple strategy of hers.
Again: Multiple people on the opposing teams. Once she grabs one she can extract information about the others from them and continue the process. This is not just a one man show like you are saying it is. It doesn't matter if (-if) Soland is the turncoat and hidden if his underlings oust him once they are caught.
