So by no way my use of character and words are 100% correct. Let me just list a few and what they means, Some times it's good to use jisho, for trolling your readers and for memes. Though I have yet to translate a full Chinese chapter with jisho yet. 上手，means your very good at some thing, like 君日本語本當上手 kimi nihongo is really good. https://jisho.org/search/上手 携手 join hand. 下手 usually refers to culprits, like 谁下手的, who's the culprit, but 下不了手 means can't do it. 措手不及，means helpless. Some fools write it as 错手，but its a error. 措手 means response for a problem, or solutions, if your 措手不及 means your out of cards in your hand. 元手，the error way of addressing Hitler, it should be 元首。 援手 support, lent them a hand. 动手，start a fight 出手，giving people your fist(punch,) its easy as the song 该出手时就出手 风风火火闯九州
Back on topic, a few "um, actually" moments: Less helpless and more "panicked to the point of hands shaking/don't know what to do". This might also be Japanese. This just means head of state, not Hitler in particular. E.g. the Sultans of Malaysia are titled this in Chinese.
