Hansoo is a bit weak here at the start, so not sure how he will solve the issue of getting help when he can't overpower everybody. Thought we would see a short level up arc before anything happened.
I do not think that he's that weak...he got <Pandemic Blade> + <Hemorrhage> + <Lightning Spear> Even though his runes are at Orange 0.01 % those skills are already super strong.
He does have a few powerful artifacts from the Red Zone, and no matter what he's still stronger than Sofia right now, so if she can overpower Ken, he should have no trouble against the scrubs of the Orange Zone. Getting the body modification might be hard, though... I don't think he can use that against humans or Akarons. Remember, he can't publicly kill anyone. Pandemic is a little fatal... I think it was said that someone could resist until the mana drained from it, but if they fail to..
Its not like he's goin to use it for humans and Akarons to kill... He's a farmer of runes considering his skills. He got Senpai Sofia and Grandpa Tekilon too.
He also has whatever the orange ability of the ring is. That's got to count for something considering the other two abilities it has. Can Tekilon even use runes? He's not human so his strength might be capped at upper red since he doesn't have his king artifacts anymore in which case he can't really fight with most of the humans in the orange zone.
The 'years' that Hansoo was thinking about was while taking into account Orange zone. E.G, 3 years for Red Zone, 1 year for Orange Zone for Ken. Iirc Hansoo said 8th year was either the zone above Orange or the 'last year' for Orange (E.G, equivalent to the third years for Red Zone), so him being a 'late 7th year' means he is almost at the top of Orange Zone power wise already.
This Kale Dawson better pray that Enbi Arin found him first than... Hansoo using [Pandemic Blade] + [Hemorrhage] + [Forked Lightning] on his little Kale~

Hansoo has his rep to think about so he can't argue for killing humans, even if he uses others to do it a lot. So Sofia doing it seems like a good plan. Or Arin to strike up the association.
Oh my lordy. Pandemic blade really deserves to be called a zero ranked skilled. Once that skill evolves, then Hansoo will bassicaly have an all purpose skill which has the greatest effect in all that it does. OP skill is OP...

He has changed things a lot by this point. Made several people go out later, saving their lives when they escaped after arriving. Made others go earlier. So where that specific person in Arin would be has changed due to his actions (Sofia). He can't know she would show up hunting a person that wasn't there at that time in the first time around. So he still knows a lot about people, places and skills but not longer have details regarding them since things will diverge more and more. His objectives don't change due to that though, only the amount of prior correct information he has.

What exactly is the difference between the Elvenheim and the Akaron? I don't get what was going on there. Are the Elvenheim just Akaron people who lived on the World Tree?
I can't help but think that treating the former DML like this will backfire in the long run. Someone needs to hurry up and kill that guild leader. I'm betting that's Sangjin's job now, but I've no idea how he'll do it in the very very limited time that he has. Unless he can somehow manage to recruit the other potential punisher? She's a bit busy at the moment though. I think several more could be convinced by paying them in runes. There are definitely some who would much rather fill up their red runes by lying on their backs rather than by risking their lives. Even more so if it allows them to stay in the red zone and live lives of luxury without having to go into the unknown of the orange zone. They're different races entirely. No genetic connection whatsoever. Is it the king that's confusing you? The Akarons should cure the Divine Beast, Gargos or their race would go extinct and bye bye~ Tekilon one of the soul form dudes, was reborn to Red Zone. The Elvenheim got the World Tree which sustains life~ Only one race can receive the blessings/divine protection of the World Tree. They would be kick out from the Red Zone and sent to the void? Tekilon's goal was to bring his race to the Red Zone so he created the calamities. Akarons= Orange Zone Elvenheim= Red Zone
