No, Rio wasn't serious. He aknowledged him as a top notch swordsman, yes. But he wasn't serious. Proof of that is that he came out unharmed and Alfred didn't get a major wound either. TBH I don't believe he has to seriously fight anyone from Strahl because they are inherently limited by their magic. Someone who relies on tools can only become as strong as said tool allows him to be. A magic sword is limited by the enchanted magic, you can only use so much different magics as it holds.
With his spirit arts as well as his power level he is so much more flexible than anyone using such a sword.

 

What i mean being serious is in sword technique.. In sword play, Alfred is comparable enough with Rio (magic exception), remembering he have a tittle sword king.. But yeah, Rio is stronger..
