for JP LN/WN - the strongest for me is still Kamijou Touma he can nullify and cancel any magic, esper or special abilities. Odin killed him millions of times but he cannot die. But still can die from a gun. Weird. The enemies never considered that.

for CN WN - it is Linley for the reason that he is OP as fuck and manages a cosmos. A god in other words. Others are bound to be as strong as him but I haven't finished reading all their translations... so Linley is still number 1.
