Think of how we first met him and how he treated the two agents that where just doing their job. So I would like to know... how are they barricading these zombies without killing them? In the first place, what’s the scale of the zombies that spread. Even if it was a single small town (wasn’t the scale much much larger?), it’s really hard to surround the whole town and barricade it. A mere wall just won’t work if you haven’t learned from WWZ. So you can’t shoot to kill, what can you do? Push them back? The amount of manpower required to surround just a town would be insane in that case. If you consider the fact that they can’t work 24 hours everyday for months, a third (maybe a quarter) of the manpower should be cut at least
