I can't express this enough but your brain and some creativity will work best for understanding MTL

try lnmtl.com it has fully translated novels with correct names, place etc. So it is better than rough mtl.

IET novels, MGA, ATG and to some extent Martial World are the ones I have heard someone being able to at least understand half the text.

Sometimes it happeneds that i take a sneak peak. And of all novels i have found that stellar transformations mtl's are the easiest to read. But that serie is already translated pretty quick

Try systranet.com. It can translate chinese nicely, but very bad at translating japanese. Though so far I never found MTL that can translate readable japanese...

Systranet can also use your edited dictionary. Sometimes the translator can't translate the character's name correctly so this edited dictionary is very helpful. You must register first to use this feature, but it's very worth it.

i didn't feel like reading MGA translation anymore after using mtl. even tho the sentence is hard to read, but the plot is so clear that when i read the translation there's nothing important that i miss in the story line.
i use microsoft translation btw. but now there's lnmtl.

I don't believe in things such as a 'good translator' when talking about a website or application. As for sites where you can read Chinese novels, there's 17k, qidian, piaotian, ranwen and probably a few others...
Also, an interesting chrome extension that you might like: here.
