Puberty would affect emotional stability of the children and giving them basic understanding of what's going on might give them better chances navigating out of the danger of spiraling anxiety or depression which will also affect their performance at schools (that also determine their opportunity towards job or higher academic institution).

After your 20's if you are married. The number of you or your spouse sexual partner will significantly increase your chances of getting divorced. If you get divorced, your children are more likely to fail in life. Every single one of your decision have a butterfly effect. When you are physically, mentally and emotionally ready to deal with any potential outcomes as a result of having sex. If your body isn't ready, your mind isn't stable and you're not emotionally mature enough to solve any potential issues that could happen you should consider waiting until you are.

Ideally, at age 25 and higher. People are prone to bad decisions that may have life-long repercussions before that. That said, once the law clears you (14-16 depending on where you live) no one should be deciding that for you, even if they have good intentions. Realistically, kids as young as 12-13 were sexually active in my class and I didn't think much of it at the time. It also didn't ruin their lives or anything. We all knew about condoms by then, which is a major reason that their lives weren't ruined. Can't stress it enough. "Protecting" children from the knowledge of birth control and sexuality will only be harmful in the long run. They get curious about it much earlier than adults think, earlier than puberty, especially girls. I think they probably self-educate about this now that they have easy access to the internet, but the glamorizing of teen pregnancies, baby mamas and baby daddis kinda equalizes the stats.

Personally, I hate the term "losing virginity", but whatever, not gonna pretend it triggers me or anything. It just shows a strange mentality toward sex is all, but I understand it's very widely spread. You don't have to have sex by a certain age. Don't get peer pressured into it. Lots of the girls in the late 90s - early aughts firmly believed they had to do it before they turned 18 or they'd be losers. I remember hearing cases about using candles, pens and so on to "pierce their hymen" (I mean, we learned about condoms and erections, but didn't get the full course about the female body) just because they had turned 18 and didn't have a boyfriend yet and didn't want to be humiliated among their experienced friends. This is how stupid peer pressure gets. I have no idea what's going on with the boys, but as far as I know, they get massive peer pressure about this too.

Be smart. Follow the law. Find someone you like at any point in your life. Get to know them. Do it when you're both sober, consenting, and into it. The end.

Doesnt really matter what age you are (as long as your both legal and consenting, not either or. It has to be both.). If you you feel like that person is someone you absolutely trust with your first time then I say go for it.
