Francis is working near the ocean so he can earn money to afford his own ship. Francis wishes to run some kind of trading company someday just like his great great great grandfather did. Write a bit more about the background then? As it is now, that character sheet basically tells me nothing. Brevana doesn't have a mayor election or senatorial representative. The one who controls Brevana is the Adventurer's guild master. Political speaking he has no influence over Lucenia, but the population see him quite favorably. The second half of your background is a mess to read. As long you understand the density of mana is so low that you cannot make an army of plant monsters, I'm fine with it. Good ghosts or bad ghosts?

New concordia is where there is all the political power. It's the capital of Lucenia. Just a bit of warning if you somehow manage to do 10 good traits rolls in a row or 10 bad traits in a row. I don't know how much it affect your plants.
Yeah but generally you have regional senators and such in a democracy you don't just have all the senators run the one place they might all meet in the same place aka New Concordia but each will run a territorial area and collect taxes and the like from said area whilst vying for power in New Concordia.
They have representatives that help them manage the territory but they hardly have any political power. Brevana is also from the opposite side of Concordia. It got permission to ignore the monthly call but by doing so it also gives up any political influence.

In a way, the banged-up contraption had done better than she herself did. Left arm never worked right again after that. But she held on, not because of any survival instinct. Slowly making her way back to recovery, learning to pick up bartering and trading. She was a stranger in the lands, but even strangers had their uses, and she demonstrated hers well; slowly, she patched herself up as she made her way around, villages to towns to cities.
