Because time is limited, you need an information. You cannot just enter a world and start destruction before knowing anything at all, right? So first, you request an exploration. Since up to Demon rank, the suppression force is only sent after one reveal himself, you can explore any world with the exception of Overworlds. And even alone! The thing above pretty much applies only to elimination tasks. There, a member of the staff will look at it and hopefully approve it. After that, you can either keep the information to yourselves or sell it to other players in the IC Room. After you either bought an exploration report or made one yourself, you can start to attack a plane. If your threat level is appropriate, although you cannot defeated at one attempt, you can slowly grind it down. This also means that if you are in a joint task without a single appropriate threat level, though you can deal a harsh damage to the world, you cannot completely obliterate it.
